NOTICE OF COMPLETION
Schedule B – Class Environmental Assessment Tom Street Trunk Sanitary Sewer

Dear Property Owner/Business Owner/Resident:
The purpose of this notice is to inform you that St. Clair Township has completed a Municipal Class Environmental Assessment (MCEA) and has selected a preferred option for the re-routing of approximately 250m of the existing 525mm (20 inch) diameter trunk sanitary sewer along the length of Tom Street in Corunna.
Currently, sanitary sewage from catchment areas upstream of the Sandstone Street and Fieldstone Avenue intersection is routed north from Sandstone Street through a sanitary easement to Tom Street via a 525mm diameter gravity trunk sewer. Along Tom Street, additional sanitary sewage flows from the existing Tom Street and Cooper Street sewers and pumping station are introduced to the existing 525mm diameter trunk before the sewer turns east down Cameron Street and flows towards the 600mm diameter trunk sewer on the north end of Beresford Street.
The existing large diameter sanitary trunk sewer along Tom Street conveys a significant volume of sanitary sewage from upstream catchment areas. Due to the known ground instability problems in the area, this trunk sewer is vulnerable to geological movements/settlement, which have the potential to cause a breakage on the line and subsequently the release of sanitary sewage into the residential area.
In order to proactively mitigate the risk associated with the Tom Street trunk sewer and potential future movements/settlements, the Township undertook the MCEA process and has selected a preferred solution for re-routing this critical piece of infrastructure.
The assessment was conducted in accordance with the requirements of a Schedule B project under the MCEA process (October 2000, as amended in 2007, 2011 and 2015). The process involved the identification of possible solutions, assessment of alternatives for implementation, and consultation with review agencies and the public. The alternative solutions identified were evaluated to ensure that the recommended solution minimized impact on the natural and social/cultural environment, while optimizing capital and operating investments.
As part of the consultation process, a Public Information Centre (PIC) was held on Wednesday, June 15th, 2022 from 6:00pm to 8:00pm at the Township of St. Clair Civic Center at 1155 Emily Street in Mooretown, Ontario to gather feedback from the public on the alternative options considered as summarized below:
• Option 1 – Maintain Existing Conditions
• Option 2 – Complete Slope Stabilization Works
• Option 3 – Relocate Gravity Sewer (2 routes proposed – Options 3A and 3B)
• Option 4 – Install Sanitary Pumping Station
During an informal site meeting with the Town and MIG representative on June 21st, 2022, local property owners proposed a third alternative route for consideration under Option 3 (Option 3C).
The Township has selected and is proposing to proceed with Option 3A – The Relocated Gravity Sewer Route No. 1 as presented at the PIC. This option involves re-routing the 525mm diameter trunk sewer on Tom Street east along the south property line at 506 Sandstone Street, turning north along the rear yards of 501, 503, 505 and 507 Lyndoch Street to and along Beresford Street to the existing 600mm diameter trunk sewer at the intersection of Beresford Street and Cameron Street. Once the new trunk sewer is installed along the specified route, the existing trunk sewer on Tom Street will be decommissioned and removed. In order to continue providing sanitary service to the existing properties, a new, shallow, 200mm diameter (low volume/lower risk) sanitary main will be installed along the original Tom Street route. Overall, the project will require the installation of approximately 432m of new 525mm diameter sewer main and approximately 415m of 200mm diameter sewer main. A drawing showing the existing and proposed route is included with this notice for reference.
The Tom Street Trunk Sewer Re-Routing Project is being planned under Schedule B of the MCEA process. Subject to the comments received following this notice and the receipt of necessary approvals, St. Clair Township intends to proceed with the design and construction of this project as soon as practicable.
An Environmental Study Report has been prepared by MIG and approved by St. Clair Township Council. The report will be placed on public record for review by members of the public and/or other interested parties at the following locations:

Should you wish to provide written comments on the subject of this Notice/project to the Municipality, please do so within thirty (30) calendar days of the date of this notice. Comments will be received by the following project team members until December 18th, 2023:

If concerns arise on the subject of this Notice/project which cannot be resolved via discussions with the Municipality, a person or party may request that the Minister of the Environment and Climate Change (MOECC) order a change in the project status, which will require a higher level of assessment under an individual Environmental Assessment process (referred to as a Part II Order). Please note that when making such a request to the Minister, justification for the request will be required. Requests to the Minister of the MOECC must be received by the following parties within thirty (30) calendar days of this notice:

If no such request is received by December 18th, 2023, St. Clair Township will proceed with the design and construction of preferred Option 3A for the re-routing of the Tom Street sanitary trunk sewer as presented in the Environmental Study Report and presentation documentation.
